Objectives and Plans

for the establishment of the
European 9/11 Citizens Jury


An organising body will be established to plan for and arrange the proceedings of the European 9/11 Citizens Jury event.

The function of the European 9/11 Citizens Jury will be to examine the facts and causes relating to the terrorist attacks of September 11, 2001 in the United States of America thereupon to produce a definitive verdict. 


OBJECTIVES 

1.     To set up the organizational structure for the creation of the European 9/11 Citizens Jury.

2.     To establish the European 9/11 Citizens Jury panel. Participants for the panel will be
specialists qualified in diverse fields’ representative of the complexity of the undertaking. They will be selected from different countries, and will be internationally renowned personalities in various branches of the sciences, politics and law. The objective is that the jury panel would be composed of no fewer than twelve members.

3.     To formulate the program for the event of the European 9/11 Citizens Jury.
a.   To set the dates for that event.
b.   To arrange and book the venue for the event.
c.   To arrange and book flights, travel arrangements and accommodation for participants
      of the event.
d.    To plan for the broadcasting and publication of the entire proceedings.

The European 9/11 Citizens Jury will:

4.     Hear and view witness testimony relating to every aspect of the events of September 11th 2001, covering each of the four claimed airplane incidents:
a.   American Airlines Flight 11, impact at 8:46am.
b.   American Airlines Flight 77, impact at 9:37am
c.   United Airlines Flight 175, impact at 9:03am
d.   United Airlines Flight 93, claimed impact at 10:03am
Note: Where any witness is unable to be personally present at the proceedings, live video conferencing will be established for such witnesses to give their contribution directly to the Jury panel.

5.      Take expert architectural opinion concerning the structure and building of WTC’s 1 and 2, including metallurgical and statistical data relating to their steel structures and concrete.

6.      Hear and view evidence from first-hand witnesses in and around the WTC complex on the day and immediately following the 9/11 events.

7.      Take testimony from experts in the fields of:
a.   Explosives.
b.   Controlled demolition.
c.   Nuclear explosions.
d.   Seismic analysis of the events at the WTC complex.
e.   Air traffic control.
f.   Aviation – flight and aircraft statistics.
g.  Aircraft crashes.
h.  Air toxicity surrounding the WTC complex in the days following the events.

8.    Hear evidence from specialists from the various branches of the sciences pertaining to the events of the day.

9.    Take expert architectural opinion concerning the reinforcement of the Pentagon’s East Wing prior to the event.

10.  View film and video footage of the impact hole of the object that hit the Pentagon.

11.  View documentary film analysis from various authors concerning the type of object that hit the Pentagon.

12.  Take eyewitness testimony of the impact crater of flight United Airlines 93. (It was claimed that the aircraft crashed into a field in Pennsylvania.)

13.  Take expert opinion concerning the crater and the lack of airplane debris of flight UA 93.

14.  View documentary video analysis from the diverse and best film makers concerning the entire events of 9/11, including acclaimed authors of books on 9/11.

15.  Take medical evidence from witnesses, fire-fighters and policemen who were involved in the clean-up activities in the aftermath of the WTC events.
a.   Where such persons are unable to work as a consequence of illnesses following their period of activity on site, i.e., the activities of fire-fighters, responders and police, at the WTC complex, it is envisaged that full medical details will be made available to the jury with the consent of the parties involved.

16.  Invite testimony from a United States government official in defence of the U.S. government’s claims that the atrocities of September 11th 2001 were planned and executed by those terrorist persons they claimed. (A formal invitation will be sent to the United States government to participate in the proceedings.) 

Date for the event

    
17.  No fixed date has been set for the event at time of writing. However, from the moment
             significant funding is forthcoming for the project it is envisaged that the event will take
             approximately twelve to fourteen months for planning from that date. 

Duration of the Investigative Enquiry

18.   Provisional calculations for the proceedings indicate that they will take between two to three weeks, covering a full and comprehensive analysis of every aspect of the events of September 11th 2001, followed by the deliberations of the European 9/11 Citizens Jury panel to its final conclusion.

Verdict of the European 9/11 Citizens Jury  

19.   The Jury panel, in full public view will consider the evidence. This may take anything from a further three to ten days for their deliberations. The jury will have the option to recall any witness for clarification of certain points of their testimony. Upon completion the Jury’s verdict will be orally given and made available in printed form.

VENUE 

20.   It is envisaged that the event will be set in a large building with conference facilities in central of London, where the entire proceedings will be open to the general public and media. However, in view of the political nature of the event it may be necessary to consider alternatives venues in other countries.  

COST AND FUNDING 

21.  The proceedings of the European 9/11 Citizens Jury will not be cheap to set up and run. The whole event should be executed in a highly professional manner, aided with the use of the latest technology. Therefore, financial backers will be sought to generate the major funding for its initial lift-off. Once operations have commenced, requests will go out across Europe, America and other parts of the world inviting the general public, and national and international entities to donate and help financially support the establishment and running of the event. 

ORGANISATIONAL STRUCTURE 

      22.   The body should be a strong professional organisation, open and transparent in all its
             activities, and be accountable to entities and the general public that donate to the
             fulfilment of its successful objectives. When the organisational body is formally
             established the name the European 9/11 Citizen’s Jury will be registered with
             Companies House as a not-for-profit entity. (Because of the political sensitivity of its
             activities it cannot be registered as a charitable organisation with the Charities
             Commission.) Upon completion of the project the body’s accounts will be officially
             audited and certified, and made available for public inspection. The organisational body
             of the European 9/11 Citizen’s Jury will then formally close and cease to exist. Its
             website will remain operational as an informative source on the Internet.
